Attorney BURL W. WAITS has practice law in Sacramento, California Burl1for 40 years and been key in forming several community non-profit organizations. In 1988, he formed Process Learning Centers (PLC) a nonprofit corporation which focuses primarily on networking for the enhancement of human learning. PLC has used video conferencing for six years. Since April 2005, Burl and his wife Diane Lowe have been actively involved in supporting people and projects in Rwanda.

BURL WAITS and RWANDA   Sacramento attorney Burl Waits is the primary developer of this website. He and his wife Diane Lowe have established strong relationships in Rwanda. Burl offers a glimpse of that involvement as follows:

  1. Diane and I were deeply moved by the film Hotel Rwanda.
  2. We discovered that many good people in the Lutheran church in Northern California were supporting humanitarian efforts in Rwanda.
  3. Continued investigation and study by Burl led to more involvement.
  4. We came to know The Reverend John Rutsindintwarane, General Secretary of the Lutheran Church of Rwanda (LCR) and his American wife Robin Strickler.
  5. Soon we were providing cross-country video conferencing for Robin’s developing Rwanda Secondary School steering committee.
  6. PLC agreed to utilize its non-profit status to help raise money for the secondary-level school. To date, Robin has raised over $30,000, recruited diversified talent and    acquired numerous books for the proposed school.
  7. The Lutheran World Federation (LWF) is in a six-year plan to turn over its program in Rwanda to the LCR. In an effort to provide Rutsindintwarane with assistance to lead that program, Gerard Muvunyi is studying community development in South Africa. Burl and friends of PLC are supporting Muvunyi’s family in Rwanda during histhree years of study.
  8. Burl has sent three video conferencing cameras to Rwanda and is exploring video conferencing capacity in Rwanda.
  9. Lutheran Synodical Bishop David Mullen asked Diane to help organize a trip for a delegation from California-Nevada to visit the Lutheran Church of Rwanda.
  10. Diane and the delegation returned from Rwanda on July 11, 2006.  She has begun writing her reflections of that trip. Her writings are featured on this website.
  11. In 2007 Burl is concentrating on establishing video conferencing
    capability between sites in the United States and sites in Rwanda.
